"Extremely stable/reliable connection. However, Cogeco may cut you off if your usage is extremely high (without warning)."
"Low bandwidth allowances. Bandwidth charges for going over your limit. Bad sales support. Poor Communication."
"Stable. Cuts you off overusage. Poor value for bandwidth. Lack of variety in offerings. Bad sales. Selectively Throttles 24/7."

(ratings match consensus)

According to CRTC hearings, they throttle (P2P) 24/7.

Value is lower when compared to 5 years ago.

The lowest score you can give someone is 20% (1 point) on DSLReports.com, so I'm artificially lowering some scores to reflect this fact.

    NG support

I don't think the NG support is bad, actually. Most ISP's worldwide have completely dropped NG support and Cogeco is one of the last of the larger ISP's I know of in Canada that still have it. While it's only 3 day, that's not bad at all.

    Re: NG support

In my book, a crappy, nearly unusuable service is not much better than no service. Very few people can live with 3-day retention and unreliable completion rates. I have some friends on cogeco who explicitly spent more $ just to get better newsgroup access.

Hosting their own newsgroup server is supposed to save them $ from bandwidth costs.

    Cogeco

Cogeco is very unprofessional. Long wait times for support. We did not even reach our bandwith max before we got capped.

    Nerf Shamans?

Also, my experience with Cogeco has been bad. This was not always so before I moved, I was getting up to 12Mbps at times, and on average I got ~8Mbps, I was very happy! After I moved though, I started getting >1.5Mbps on average, after 4 tech visits they concluded that my address won't get a better signal for ~a year.

    I've since moved on.
